GESTIÓN POR COMPETENCIAS EN LOS SISTEMAS FORMATIVOS POLICIALES Y SU INFLUENCIA EN LA CALIDAD DEL SERVICIO. COMPETENCE MANAGEMENT ON THE LEARNING SYSTEM FOR CIVIC SECURITY AND THE QUALITY OF SERVICE

Resumen

RESUMEN

El surgimiento del nuevo perfil empresarial mundial producto de la globalización  y  de nuevos enfoques de gestión empresarial, ponen de manifiesto la imperiosa necesidad de innovación en las empresas del sector privado, y en especial en las instituciones dependientes de la gestión pública nacional, a fin de adecuar el direccionamiento de las actividades a los nuevos requerimientos del entorno, a fin de lograr un mejoramiento sostenido de la calidad del servicio e imagen institucional que éstas transmiten.

Un aporte importante que precede a estos singulares cambios, es el modelo de gestión administrativa denominado “Gestión por Competencias” que se viene utilizando como uno de los más adecuados para lograr el fortalecimiento de las instituciones  y que ha sido requerido con singular  éxito en los países asiáticos al fomentar el desarrollo de los sistemas formativos educacionales, desde su etapa escolar y logrando obtener  una base laboral bien formada, educada, trabajadora y políticamente ordenada.

El incremento delictivo es decir: el pandillaje, el narcotráfico, los robos a viviendas, los robos de vehículos, el sicariato, los secuestros al paso, entre otros delitos; dejan entrever la necesidad de adecuar el direccionamiento de las actividades formativas educacionales policiales hacía una Gestión por Competencias, que facilite una construcción social de aprendizajes significativos y útiles para el desempeño eficaz en una situación real de trabajo.

ABSTRACT

The appearance of the new profile managerial world product of the Globalization and of new focuses of managerial administration. They show the imperious innovation necessity in the companies of the private sector, and especially in the dependent institutions of the national public administration, in order to adapt the direction from the activities to the new requirements of the environment in order to achieve a sustained improvement of the quality of the service and institutional image that these transmit. 

An important contribution that precedes to these singular changes, is the denominated pattern of the "Competence Managment" that one comes delineating like one of the most appropriate to achieve the invigoration of the institutions and that it has been used with singular success in the Asian countries when fomenting the development of the educational formative systems, from its stage, school, and achieved to obtain a well formed, educated, hard-working and politically orderly labor base.  

Increasing of criminal attacks, gangsters, drug traffics, robberies and assaults to housings, the robberies of vehicles, kidnappings, among other crimes. It allows to see, the necessity to adapt the direction of the police educational formative activities made an Administration for Competence that it facilitates a social construction of significant and useful learning for the effective acting in a real situation of work.
